I want to make the opposite of a transistor switch, instead of voltage on the transistor base saturating the transistor and activating the circuit I want to switch off the circuit, or better yet increase resistance relative to the base voltage up to about 3v whereby the circuit is completely cut off.

I think a Not gate is what you need, for the first bit at least.
I might be wrong though.
