Interesting, the modified gene actually makes rodents learn faster. (journal's behind a paywall so it's just an abstract)

Anyways, as for OP's question of why it wasn't done before. I think it's because the tech is still young. According to my search, humanized mice with targeted genetic mutation was done during 2002-2005. It'll probably take a while before we can move into more complex mammals.
